If an Oracle 10G system restarts unexpectedly, it might cause the ORA-12505 in some cases. I tried just waiting for awhile and restarting OracleServiceINSTANCE. This worked for this instance of a OS Failure. It looked like the listener was running correctly but Oracle Service couldn't connect on first boot after failure. Otherwise it might be a issue with the connector. The link below has some connector tips.
